Robert Kabushenga, the former CEO of New Vision group, has confirmed that he has been disqualified from the race for the position of Executive Director at the Kampala Capital City Authority (KCCA).
In a statement posted on social media, Kabushenga revealed that the Public Service Commission had informed him he did not meet the necessary qualifications for the role. Specifically, he noted, “I do not hold a Master’s degree. As a result, I will not be included in the shortlist for this position.”
The search for a new KCCA Executive Director has generated considerable public interest due to the critical nature of the role in managing Uganda’s capital city.
The Ministry of Public Service outlined that applicants must be Ugandan citizens with a bachelor’s degree from a recognized institution, a Master’s degree in law, and at least 15 years of relevant experience in public administration, including a minimum of three years in a senior leadership position within the public or private sector.
With Kabushenga now out of contention, the list of prominent candidates still in the running includes Richard Byarugaba, former Managing Director of the National Social Security Fund (NSSF); Frank Rusa Nyakaana, the current acting KCCA ED; and Ssekabembe Ronald Kiberu, a former Sports Minister in the Buganda Kingdom, among others.
The position of KCCA Executive Director was created in 2011, with Jennifer Musisi serving as the first ED until her resignation in 2018. Engineer Andrew Kitaka then served in an acting capacity before Dorothy Kisaka was appointed in 2020. Kisaka was dismissed in September following the Kiteezi landfill tragedy.
As the search for the new KCCA ED continues, Ugandans eagerly await the announcement of who will take on this important leadership role.
