Uganda Police: No Processions or Rallies Allowed During 2026 Parliamentary Nominations

The Uganda Police have issued strict guidelines to maintain peace, safety, and order as the Electoral Commission (EC) begins the nomination of candidates for the 2026 Parliamentary elections today, October 22, and tomorrow, October 23, 2025.

In a statement released on Tuesday, Police Spokesperson Kituuma Rusoke announced that access to nomination centres will be strictly limited to invited persons and candidates only, warning that members of the public will not be allowed to gather around the venues.

“Access to nomination centres will be restricted to invited persons and candidates to control the number of attendees,” Kituuma stated.

He further revealed that traffic flow around nomination centres will be closely monitored Heto prevent congestion and ensure smooth movement.

Kituuma emphasized that police will strictly enforce the Electoral Commission’s regulations regarding candidate convoys.

“According to EC guidelines, each candidate’s convoy must not exceed two vehicles, with no more than 10 occupants per vehicle. Candidates are not allowed to hold processions,” he clarified.

He also noted that all laws governing elections, public order, and traffic management will be firmly implemented throughout the nomination period.

“Citizens’ rights and peace should not be disrupted by nomination activities,” Kituuma warned.

The police spokesperson urged candidates planning post-nomination rallies to liaise with local police commanders (DPCs and RPCs) to agree on appropriate venues, advising against rallies in busy or sensitive areas such as markets, near schools, or hospitals.

“Nominees are advised to avoid holding rallies in locations that may disrupt businesses, traffic, or public services,” he added.

Police further appealed to the public to remain calm and cooperative during the nomination exercise.

“All Ugandans are urged to promote peace and harmony throughout the nomination period,” Kituuma said.

In Kampala, the nomination exercise is being conducted at the EC headquarters, where hundreds of aspiring candidates are expected to submit their papers to contest in the 2026 Parliamentary elections.
