PM Nabbanja Defends Ham Kiggundu’s Nakivubo Channel Project, Dismisses KCCA Opposition

Prime Minister Robinah Nabbanja has come out strongly in support of businessman Hamis Kiggundu a.k.a Ham Kiggundu’s development project on the Nakivubo channel, dismissing opposition from political factions within the Kampala Capital City Authority (KCCA).

Her comments follow increased public debate sparked by a presidential letter directing government agencies to support Kiggundu’s plans.

Nabbanja confirmed receiving the letter and said that although she was out of the country at the time, she began implementing the President’s instructions as soon as she returned.

Drawing comparisons with countries like Japan, China, and Italy, the Prime Minister said those nations have successfully constructed infrastructure over drainage systems  a model she believes Uganda can adopt. She praised Kiggundu’s vision and emphasized that he should be allowed to proceed with the project.

When questioned about whether KCCA and the National Environment Management Authority (NEMA) had approved Kiggundu’s development plans, Nabbanja was clear: a directive from the President is binding, and relevant agencies are expected to follow through.

Nabbanja also made a controversial remark, suggesting that those who feel oppressed by the government’s decisions should consider leaving the country.

According to the Prime Minister, some of the plans for the Nakivubo development were actually proposed by young professionals within KCCA itself. She further criticized the authority for failing to provide any formal communication regarding their opposition, challenging them to present documented evidence if they claim otherwise.

“Yes, the President wrote to me about this matter, and I am implementing his directive,in countries like Italy, Japan, and China, drainage systems are covered with structures. Ham’s initiative follows that model and should be commended. He has already transformed that area significantly.”,she said.

She continued, “KCCA should not claim we are ignoring their views. To date, I have not received any official written communication from them. If they say otherwise, let them produce it.”

Public opinion on the Nakivubo project remains divided. Supporters argue that the development could help alleviate chronic flooding, reduce disease outbreaks, and improve the city’s image. They view the area as a critical drainage point that has long been neglected.

Critics, however, question Kiggundu’s capacity to deliver on such a large-scale project. They cite delays and alleged non-compliance in his previous redevelopment of Nakivubo Stadium. Concerns have also been raised about his approach, particularly his reliance on a presidential directive instead of following standard procedures through KCCA.

In response to the ongoing controversy, KCCA recently ordered a halt to any further construction work on the Nakivubo project until the matter is fully resolved.
