Former KCCA Officials Face 57 Charges, Including Manslaughter

Three former top officials of the Kampala Capital City Authority (KCCA), Dorothy Kisaka, David Luyimbazi, and Dr. Daniel Okello, were formally charged today by Chief Magistrate Beatrice Kainza at Kasangati Magistrate Court.

They face a total of 57 charges, including manslaughter, stemming from their alleged negligence in managing the Kiteezi landfill. This negligence resulted in a tragic incident earlier this year that claimed the lives of at least 35 individuals.

The prosecution presented a case comprising 70 counts of manslaughter and 22 counts of causing grievous harm against the trio. These charges relate to their oversight responsibilities at the Kiteezi landfill, where operational failures led to the disaster.

The former officials were taken into custody on Wednesday following their appearance at the Criminal Investigations Directorate headquarters in Kampala.

Their arrests come after an extensive investigation into their roles in the Kiteezi landfill collapse, a catastrophe that occurred in August 2024.

President Museveni had previously removed them from their positions, citing their negligence in managing the landfill. A report by the Inspector General of Government (IGG) highlighted serious oversight deficiencies, including the officials’ disregard for warnings regarding the landfill’s capacity and operational risks.

The IGG’s investigation revealed that Dr. Okello had issued a warning memo to Kisaka on July 2, 2024, detailing the imminent dangers posed by unstable waste cliffs and slopes at Kiteezi.

Despite these warnings, adequate measures to prevent the disaster were not implemented. Kisaka has maintained her innocence, asserting that KCCA had taken sufficient steps to address the landfill’s challenges
