Former Minister Musumba Jailed Over Shs160M Debt

Isaac Musumba, former State Minister for Lands, Housing, and Urban Development, was remanded to Luzira Prison on Wednesday over a debt of Shs160 million.

The Commercial Court had issued several arrest warrants against Musumba after he failed to repay the amount borrowed from Charles Wakwale in 2023. Musumba had promised to return the money within four days but did not fulfill this commitment.

Wakwale’s lawyer, Dick Kisira, explained that Musumba repeatedly avoided repayment, often claiming he was out of the country when payment was due.

Justice Patience Tumusiime Rubagumya ruled in favor of Wakwale, ordering Musumba to repay the borrowed money, along with legal costs.

Anticipating potential arrest, Musumba appeared in court voluntarily with Shs10 million in cash, asking for a 21-day grace period to settle the remaining balance. However, Wakwale opposed this request, fearing Musumba might evade the court again.

As a result, the judge ordered that Musumba be sent to Luzira Prison as a civil prisoner for six months, unless he repays the full amount owed.
