Police Officer Clive Nsiima Arraigned Over Assault, Threatening Violence

Assistant Superintendent of Police (ASP) Clive Nsiima Barigye was on Monday ,13th October 2025 arraigned before City Hall Court in Kampala to face charges of assault and threatening violence.

Nsiima, attached to the Counter Terrorism Directorate under the Oil and Gas Protection Unit, appeared in court wearing black trousers, a white shirt, and a black face mask. Unlike most suspects, he was not handcuffed and was escorted by prison wardens to take a seat before being called to the dock.

His court appearance follows the circulation of CCTV footage showing him allegedly assaulting a female cashier at a Shell fuel station in Kyanja, Kampala. The video shows the officer slapping the attendant twice after she reminded him to pay an outstanding bill of about Shs31,000.

In the recording, Nsiima is heard saying: “I am parking; have you ever driven such a car? She’s disturbing me over Shs30,000. Do you think I can run away with Shs100,000? I can slap you even with these cameras here, and tomorrow we go to court.”

Following public outrage, Police spokesperson Kituuma Rusoke confirmed Nsiima’s arrest on X (formerly Twitter), responding to widespread condemnation, including from the Director of Criminal Investigations, AIGP Tom Magambo.

My colleagues and I condemn such isolated behaviour. Be assured that an internal investigation is ongoing to guide further action,” Magambo stated.

Nsiima is charged under Sections 235 and 236 of the Penal Code Act, which prescribe penalties of up to five years in prison. It remains unclear whether he will be tried in a regular court or disciplined through the Police Professional Standards Unit.

The incident has triggered public outrage, with many Ugandans demanding accountability and harsher measures against officers who abuse their authority. Some critics have expressed doubt that Nsiima will face meaningful punishment, citing his apparent confidence in the CCTV footage.

As proceedings began, the visibly tense officer  his balding forehead glistening with sweat  stood in court for plea taking.

He has been remanded until 16th October 2025.
