The Uganda Police Force has confirmed the arrest of Assistant Superintendent of Police (ASP) Clive Nsiima, who was captured on camera assaulting a female shop attendant at a Shell fuel station in Kyanja, Kampala.
According to reports by ChimpReports, the incident occurred after the attendant allegedly reminded Nsiima to settle an outstanding fuel bill of about Shs30,000. CCTV footage that has since gone viral shows Nsiima, dressed in civilian clothes, berating the attendant before slapping her twice across the face.
In the recording, Nsiima is heard bragging, saying:“I am parking; have you ever driven such a car? She’s disturbing me over Shs30,000. Do you think I can run away with Shs100,000? I can slap you even with these cameras here and tomorrow we go to court.”
Police spokesperson Kituuma Rusoke confirmed the officer’s arrest in a post on X (formerly Twitter), stating:
“I hereby confirm that he has been arrested.”,he noted.
His confirmation followed a statement by the Director of Criminal Investigations, AIGP Tom Magambo, who condemned the officer’s conduct.
“My colleagues and I condemn such isolated behaviour. An internal investigation is underway to guide further action.”Magambo said
ASP Nsiima, who serves under the Counter Terrorism Directorate in the Oil and Gas Protection Unit, is expected to face charges of assault and threatening violence under Sections 235 and 236 of the Penal Code Act. These offences carry penalties of up to five years in prison.
It remains unclear whether Nsiima will be prosecuted in a conventional court or face disciplinary action through the Police’s Professional Standards Unit and internal disciplinary committee.
The incident has sparked widespread public outrage, with many Ugandans on social media demanding accountability and tougher measures against officers who abuse their power. Others expressed skepticism about whether the officer will face serious consequences, citing his apparent confidence in escaping punishment as seen in the viral footage.
