The former CID spokesperson, Twiine Charles, appeared in an unusual and startling scene at Buganda Road Magistrates Court on Thursday, chained alongside a member of the opposition National Unity Platform (NUP),Noah Mutwe
Twiine, who had reportedly gone missing on Monday after a meeting with the Inspector General of Police (IGP) at the police headquarters in Naguru, was handed over to police by the Special Forces Command (SFC) before being transferred to the Counter Terrorism unit.
Details surrounding his detention remain unclear, and authorities have yet to issue an official statement on the circumstances of his arrest.
Following his handover, security personnel searched Twiine’s residence in Kasangati. His wife, speaking briefly to reporters, confirmed that nothing was taken from their home. However, she expressed concern that she was not allowed to see or speak to her husband during the operation.
“I asked to speak with him, even for just a minute, but they refused,” she said. “They didn’t take anything, but they were thorough in the search.”

The sight of a former high-ranking police official in chains beside an opposition member has raised questions and sparked speculation across political and security circles. Civil society groups have begun calling for transparency and due process, demanding that the government clarify the legal grounds for Twiine Charles’s detention.
As of now, it remains unclear what charges, if any, have been filed against him. Stay turned for more updates.
