Inspector General of Police (IGP) Abbas Byakagaba has appointed Wamala Region police spokesperson, SP Racheal Kawala, as the new spokesperson for the Kampala Metropolitan Police (KMP).
Kawala replaces SSP Patrick Onyango, who has been reassigned to the Chief Political Commissariat, where he will head the publications unit. She will be deputised by ASP Luke Owoyesigyire, who remains in his role to support communication within the metropolitan region.

Kawala has served in the Wamala region for the past four years, where she earned recognition for her professionalism, transparency and strong engagement with both local communities and the media. She is credited with promoting proactive information sharing and improving police-community relations, especially during major public operations.
Her move to Kampala comes as the country enters increased political activity ahead of the 2026 general elections, with the city expected to remain a centre for rallies, demonstrations and heightened public interest.
Meanwhile, Lameck Kigozi has been appointed to replace Kawala in Wamala region. Kigozi is known for his calm approach and extensive experience in community policing.

Announcing the changes, IGP Byakagaba said the reshuffle is part of ongoing efforts to strengthen leadership and improve communication within the Uganda Police Force.
He noted that the appointments are aimed at ensuring key positions are held by officers who are capable, experienced and able to build public trust in the institution.
