President Yoweri Kaguta Museveni has directed the Minister for the Presidency and the Attorney General to immediately settle the long-pending compensation for victims of the Lakwena insurgency.
The directive was issued during a massive NRM rally in Luuka District after local leaders confirmed that a clean and verified list of victims had been prepared, requiring Shs 5 billion to compensate survivors.
Museveni assured Busoga residents that government is committed to addressing historical injustices and emphasized that peace remains NRM’s biggest achievement over the last 40 years.
During the rally, the President also highlighted key government developments in Luuka:
Education: 89 government primary schools in the district, with more needed in 26 parishes; construction of new secondary schools is ongoing.
Health: Plans to upgrade Busalamu, Bulaga, and Kalyowa health centres to HCIII.
Water: 62% of villages now have access to safe water.
Roads: Major upgrades continue on the Iganga–Luuka–Bulopa–Kamuli road.
Museveni urged residents to embrace government wealth-creation programmes such as the Parish Development Model and the four-acre model to boost household incomes.
Hon. Stephen Kisa, the Luuka District NRM Chairperson, thanked the President for supporting Busoga’s sugarcane farmers and requested additional interventions, including stable power supply and direct fertilizer funds for SACCOs.
First Lady Janet Museveni encouraged residents to support NRM candidates and reaffirmed the government’s stand on free education. Other party leaders also called for unity and discipline within the NRM.
The rally drew thousands of enthusiastic residents, reaffirming strong support for the party in the region.
