Charles Twiine , the former spokesperson for the Criminal Investigations Directorate (CID) and current Officer in Charge of Investigations at Parliament, appeared before the Buganda Road Chief Magistrate’s Court on Thursday to face multiple criminal charges related to alleged inciting communications made between January 2024 and May 2025.
Charles Twiine was jointly charged alongside Mitala Noah, also known as Noah Mutwe reportedly a former bodyguard to opposition leader Bobi Wine.
The duo faces eight charges under Uganda’s Penal Code Act and the Computer Misuse Act, including incitement to violence, hate speech, and dissemination of malicious information.
According to the charge sheet, Twiine is accused of encouraging Mitala to carry out violent acts targeting senior government officials, including President Yoweri Museveni and the Chief of Defence Forces, Gen. Muhoozi Kainerugaba. The alleged incitements were reportedly shared via social media platforms.
One charge claims Twiine called for an attack on the President using “pavers,” allegedly motivated by political dissent. A similar accusation alleges incitement of violence against Gen. Muhoozi.
Twiine Charles is also facing hate speech charges for allegedly making inflammatory statements about Speaker of Parliament Anita Among, reportedly linking her to violence in Bukedea District remarks prosecutors argue could provoke public unrest.
Further charges relate to derogatory comments allegedly made by Twiine about Deputy Speaker Thomas Tayebwa, Gen. Muhoozi, and Gen. James Birungi. He is also accused of promoting ethnic hostility toward the Bahima community.
The final charge accuses Charles Twiine and Mitala of conspiring to incite violence against both the President and Gen. Muhoozi.
Charles Twiine’s court appearance followed a brief disappearance on Wednesday, which alarmed his family and colleagues after he failed to return from a scheduled meeting at police headquarters in Naguru. His phones were reportedly switched off during this period.
Court proceedings are ongoing, and Twiine has been remanded as investigations continue. We will provide updates as the case develops.
